Cardano’s community treasury is being asked to make a $5 million wager on copper. Toto Finance, a company that turns physical commodities into blockchain tokens, wants 22 million ADA from the treasury to build what it calls the Cardano Strategic Copper Reserve — and community voting closes November 15.

According to CoinDesk’s reporting on the proposal, about two-thirds of the money would buy exchange-grade copper stored in a COMEX-approved warehouse near New Orleans. A token called CuTT would represent each verified pound of metal. The copper would be held for 18 to 24 months, then sold over the following year, with net proceeds and unused funds returned to the treasury by month 36.
The Cardano Copper Proposal’s 49.4% Hurdle
Here’s the catch that makes the vote so interesting: costs in the proposal mean copper would need to rise roughly 49.4% for the treasury to simply recover its investment — assuming the full budget is spent and ADA’s dollar price stays unchanged. That would put the metal well above its all-time high.
The proposal would also consume more than half of Cardano’s remaining withdrawal allowance, CoinDesk reports. And there’s a controversial compensation element: Toto Finance could receive up to 3.36 million ADA and would retain commercial rights to its separately funded tokenized-copper business.
Why This Matters for Crypto Treasury Spending
The vote is a test case for how seriously crypto communities scrutinize treasury proposals that blend real-world commodities with tokenization hype. Real-world asset (RWA) tokenization has been one of crypto’s hottest narratives, but the Cardano proposal shows the math voters increasingly demand: what does the community get back, and at what opportunity cost?
Copper itself has a strong fundamental story — electrification, data centers, and EVs keep demand climbing — but asking a blockchain treasury to front $5 million for a trade that needs a near-50% rally to break even is a tough sell, even with a 36-month return timeline.
Voters have until November 15 to decide whether the Cardano Strategic Copper Reserve is bold diversification or an expensive bet they’d rather not take. Either way, the outcome will set a precedent for how other treasuries evaluate RWA proposals.
