Scottish football is wrestling with a growing concern: barely any homegrown players are making it to the top of the game. New data presented at a summit of all 42 SPFL clubs in St Andrews in September showed that Scottish players under the age of 21 made up just 4.1% of minutes played in the Scottish Premiership.

The comparison is damning. In the Danish Superliga, a league of the same size, under-21 domestic players accounted for 15.1% of minutes. And in the first round of fixtures this season, only 28% of starters in the Scottish Premiership were born in Scotland — against 72% homegrown starters in similarly-sized Norway.
Why Scottish Football’s Academy Pathway Promise Is Failing
Calum Ferguson’s story is the proof. The 31-year-old graduated from Inverness Caledonian Thistle’s academy at 18 and played for his boyhood club in the Scottish Premiership — but made just two first-team appearances before drifting to lower leagues and then to Canada and New Zealand chasing top-flight football.
Now a development officer with the Alba Football Alliance, Ferguson told BBC Scotland’s Eorpa programme that academies keep selling young players and their families the promise of a pathway from academy to first team that, for most, will never be real: “Parents believe their boy, or their girl, will get to the first team — that they will be a star in football. You just fall away from the game and your life changes overnight.”
The Quota Question: What Norway Does Differently
Norway’s rules may hold a lesson. Its league requires every club’s full squad to include 16 homegrown players, with a maximum of nine foreign players in a matchday squad. Nicklas Fuglestad, 20, who plays regularly for Viking FK in Stavanger, believes quotas are good for the game.
Whether Scotland follows suit — or finds its own fix — is now the question facing all 42 clubs after the St Andrews summit. The numbers say the current system is failing the kids it promises so much to.
